788 Static Electric Discharge during Solvent Handling and Storage

Description: This session will discuss the U.S. Chemical Safety Board (CSB) investigation into the July 17, 2007, explosion and massive fire at the Barton Solvents facility in Valley Center, Kansas. Randy McClure, the lead investigator and primary author of the case study, will discuss the hazards associated with static-accumulating flammable liquids that can form ignitable vapor-air mixtures inside storage tanks, and will discuss the extra precautions—beyond normal bonding and grounding—that CSB recommends to prevent explosions and fires like the one at Barton. The session will also discuss the recommendations CSB made to OSHA, ANSI, and six major oil and chemical industry associations to improve information required in their members’ MSDSs.
